The Red Hook is a waterfront neighborhood located in the southern part of the original city of Brooklyn at the tip of a peninsula between Buttermilk Channel and the Gowanus Canal in the New York Harbor. Red Hook neighborhood is flooded by the Sandy hurricane in 2009 and is urgent to .

The project BlueCity @ Red Hook envisions a small-scale yet feasible project on the Brooklyn waterfront at the Gowanus Bay Terminal (GBX). The aim of developers of the Blue City Red Hook is to steer economic development in New York toward projects that will help the city withstand rising sea levels and extreme weather while also ameliorating the social disparities that render some communities particularly vulnerable to the impact of climate change. The future framework of the Blue City will be shaped through the 5 different tracks: Clean technologies and materials, Ecosystem restoration and food production, Water management, Education and training, and Economics & Governance. To realize the aim, in the industrial waters off South Red Hook, a movable floating industrial eco-lab built that integrates a climate laboratory, classroom and training facilities, a public gathering space and floating gardens are built first. The lab employee new clean technologies and materials and take advantage of the nature resources, including solar, wind, wave energy and rain water collection. The eco-lab, if successful, will eventually expand into an entire community of floating research and meeting spaces for commercial and water-based industrial uses. The community integrates biodigester, floating greenhouse, crop field oyster field, etc. The lab itself, together with the expanded community not only deal with the water management, food production, clean energy and ecosystem restoration issues. But also help the community with the education and job issue. Building with community involvement is one of the key contents for the BlueCity Project. The developers are running training courses for the construction of it, teaching people to build it while building it and hope this on-site assembly process, if successful, could ultimately yield a separate construction business, specializing in the fabrication of similar modular floating structures and employing Red Hook Houses residents.

The project introduces the eco-lab that take advantage of solar energy and rain water, collect and purify rain water which satisfies the goal 6) and 7). And by enlarging it to the floating community rise on the water and provides training, education resources to residences it satisfy the goals 10), 11), 13) and maybe 4). Finally, the project is a collaborate work aims to join blue tech investors and innovators with local stakeholders to uncover regional solutions and embrace global opportunities satisfy the goals 17). The project are thinking about the crop field, oyster field as well as the marine innovation, thus, it satisfy the goals 14) and 15).
